The New York Racing Association and state legislators have reached an agreement in a 190-page bill, which is scheduled to go to the floor of the state legislature today. The agreement, which gives NYRA a 25-year-year extension of its franchise, outlines the new structure of NYRA's board, which will be comprised of 25 directors. NYRA has the power to appoint 14 memebers, while 11 will be reserved for members chosen by the state. Of the 11, New York's governor will appoint three directors, in addition to four members as recommmended by the horsemen, breeders, state OTB corporations and unions.
