When lawmakers passed the New York State budget Thursday, the package included a gift for horseplayers. Starting Sept. 1, New York will join Kentucky and Washington as the only racing states to break payoffs to the penny. As renovations continue at Belmont Park, The New York Racing Association (NYRA) divulged a plan July 1 to conduct approximately three months of winter racing annually at Belmont exclusively on an all-weather surface.
