The Horseracing Integrity and Safety Authority (HISA) announced the proposed implementation date of the Anti-Doping and Medication Control (ADMC) program Tuesday, saying out-of-competition testing would be administered, under HISA's jurisdiction, beginning with the program's effective date in July 2022. U.S. Congressman Andy Barr, a Kentucky Republican who represents Lexington, has reintroduced the Equine Tax Fairness Act, which, if passed would make changes to the tax laws favorable to horse owners and breeders, it was announced by his office Wednesday.
