A power outage at Saratoga Race Course on Wednesday afternoon before the fifth race delayed the start and eventually forced NYRA to cancel that event. The loss of power affected other properties near the course after a tree apparently fell on Union Avenue. A proposed change to claiming rules in New York would double the time that a claimed horse must refrain from racing outside the state, from 30 to 60 days. In addition, in an effort to make it easier to acquire Thoroughbreds via claims, another proposed change would extend time periods for owners to be eligible to claim horses.
