Version of SAFE Act Passes Out of U.S. House Committee

Early Friday morning, the U.S. House Transportation and Infrastructure Committee passed a surface transportation reauthorization bill that includes a bipartisan ban on transporting horses for slaughter, according to Chris Heyde, who runs the governmental affairs firm Blue Marble Strategy, and who has long worked on the ban, and Patrick Cummings of the National Thoroughbred Alliance. The Van Drew-Titus amendment to the Build America 250 Act, HR 8870, shares the identical language of the Save America's Forgotten Equines Act--the SAFE Act, which has 229 cosponsors in the House. The bill would...

Open Letter to the Industry: Permanently Prohibit the Slaughter of American Horses

After open letters to the industry Thursday from 1/ST President Aidan Butler and The Jockey Club backed the Save America's Forgotten Equines (SAFE) Act, Breeders' Cup Limited also voiced support. Breeders' Cup Limited supports the Save America's Forgotten Equines (SAFE) Act, a bipartisan piece of legislation that would permanently prohibit the slaughter of American horses for human consumption and end their export for that purpose abroad. This measure represents a critical step toward ensuring all horses, regardless of their stage of life, are treated with decency and care. Breeders' Cup...

Open Letter to the Industry: 1/ST Support for the SAFE Act

In an industry that does not always speak with one voice, there should be one clear point of agreement: we are judged by how we care for our horses. Without a firm commitment to equine welfare, our sport cannot sustain its future. We owe them safety, dignity, and lifelong care. Everyone involved in racing shares responsibility for these horses, not only during their careers, but long after. The era of "business as usual" is over. This is a business, but it is also a responsibility that requires integrity and a...

Tom Rooney Joins The TDN Writers' Room Podcast Presented By Keeneland

It's a busy time for NTRA President and CEO Tom Rooney as there are some important issues facing horse racing that are being addressed in the nation's capital. Most notably, is the provision in the One Big Beautiful Bill that allows gamblers to deduct only 90 percent of their losses from their winnings. If nothing is done to change that, it will likely have a serious impact on the sport and drive many big bettors out of the game. Bills have been introduced that would allow gamblers to again write...

Week In Review: It's Time for the Aftercare Debate to Include Passage of the SAFE Act

It is, of course, a good thing, that the subjects of aftercare and slaughter are being so widely debated, with influential owners like Mike Repole and Aron Wellman all but demanding that the industry come together and solve the problem. Just last week, Pat Cummings, who has been working side-by-side with Repole on the issue, penned a letter to the TDN in which he revealed what he called "20 concise findings, with a funding model projection" that he and Repole have put together. Good for Cummings. Good for Repole. Owner...

Op/Ed: The Industry Needs to Step Up and Help Pass the SAFE Act

Horse racing can pat itself on its back for the progress that has been made concerning horses sent to slaughter. Under the Federal Meat Inspection Act, horses are an amenable species, which means that horse meat cannot be shipped or sold for human consumption without inspection. With the government declining to foot the bill for inspectors from the Food and Drug Administration, every slaughter facility in the U.S. was forced to close. Tremendous strides have also been made when it comes to aftercare. There are dozens of wonderful charities out...

Letter To The Editor: Jockey Club Chairman Dobson In Support Of SAFE Act

As I begin my tenure as chair of The Jockey Club, I look to the future with optimism and gratitude for the work already done by so many in our sport. Together, we have elevated safety, strengthened aftercare, and built partnerships that once seemed unlikely. Now, we have the opportunity to take the next step: ending horse slaughter, so that the pipeline that undermines public trust and jeopardizes our horses is finally closed. Long before this conversation reached industry headlines, The Jockey Club was working with animal-welfare experts to raise...

Op/Ed: Want a Quick Way to End Slaughter? Pass the SAFE Act

I was pleased to see the increased dialogue regarding Thoroughbred aftercare and the additional steps needed to reduce the number of horses needing homes in two recent TDN articles, "Open Letter to the Industry: When Does a Thoroughbred Earn a Safe Retirement?" and "Aftercare Not Meeting the Need." Unfortunately, they are two ships passing in the night when all horse industry boats should be rowing in the same direction.  Regardless of the front-end attention from owners and industry, Thoroughbreds will always fall prey to abuse until the export of horses...

SAFE Act Reintroduced In Both Houses

The Save America's Forgotten Equines Act (SAFE Act) has a new lease on life after it was reintroduced in both houses on Feb. 27. The act would prohibit slaughtering horses for human consumption and would also make it against the law to ship horses out of the country for the purpose of having them slaughtered. No horses have been slaughtered in the U.S. since 2007. U.S. slaughterhouses were forced to close down because regulations prohibited shipping the meat overseas without the oversight of inspectors from the Food and Drug Administration....
